Jack Frost "returned" a human. He has, for the first time in his life, put on shoes at his feet. Finally ... sneakers at his feet ! x)
His sister just obliged him, to encourage to do it because everyone sees him ...

But there is a question : Jack will he be separated from his staff ?

My answer : No ! He never separated from his staff even as a human !
